Wickenburg is known for clean air, good country living, western hospitality, open space, guest ranches and all-around high quality of life.  Located about 60 miles northwest of Phoenix, with a population around 6,500 and area of 16 square miles.  Highway 93 and 60 run through town bringing approximately 8 million people driving from Phoenix to Las Vegas.  The proposed FY 2010-11 budget is $27 million with $2.2 million being under the direction of the police chief.     

 

Wickenburg was founded in 1863 when gold was discovered in Vulture Mine.  The town was incorporated in 1909, operating under the Council-Manager form of government.  This rich history makes Wickenburg a destination for tourists seeking a historic experience.  Annual events include Gold Rush Days, Bluegrass Festival, Desert Caballeros Ride, Fly-In and Cowboy Poetry.   

 

Recently Wickenburg initiated a bypass of the downtown, which resulted in the creation of a pedestrian friendly downtown.  This includes bronze statues and a pedestrian bridge across the Hassayampa River.

POLICE DEPARTMENT

The Wickenburg Police Department is a full service department.  Services include patrol, criminal investigations, communications, records and animal control.  The department includes 14 sworn officers and a total of 21 employees.  There are also 13 citizen patrol, 2 reserve officers and a police chaplain. 

 

Our current chief is retiring after serving 15 years in the position.  A year ago we upgraded our computer system to be more automated and able to communicate with other agencies.

MINIMUM REQUIREMENTS:

 

A Bachelor’s Degree in Police Science, Business Administration or related field and at least five years of management experience.  Must possess or be able to obtain within six months of employment AZ POST certification.  Required to live within 5 miles of the town limits, upon employment.  The salary range is $56,000 to $84,000 DOQ.  Benefits include retirement, health, dental and life insurance, 11 paid holidays, paid vacation and sick leave all in a small-town atmosphere.

CHIEF OF POLICE JOB DESCRIPTION

 

Salary Range is $56,000 – 84,000 DOQ

 

DEFINITION:  Under administrative direction, manages, supervises and administers all planning, staffing, organization and evaluation of the operations of law enforcement, animal control, and related activities of the Town of Wickenburg.

 

ESSENTIAL FUNCTIONS: 

 

Essential functions, as defined under the Americans with Disabilities Act, may include, but are not limited to, the following tasks, knowledge, skills and other characteristics.  (This list of tasks is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and tasks performed by positions in this class.)

 

TASKS: 

 

Manages, supervises and administers all aspects of law enforcement and related services for the Town of Wickenburg; provides direction and leadership for law enforcement, animal control,  and related functions; identifies, implements and monitors strategic planning, goals and objectives and related processes; creates, compiles, presents, justifies and monitors budgets; reviews and approves expenditures; oversees purchasing and procurement of supplies, materials, equipment and services;  identifies, seeks and monitors grants and grant-funded programs.

 

Performs a variety of human resource responsibilities such as recommending hiring, approval of overtime, merit increase and/or employee discipline; prepares work schedules, reviews, assigns and approves work; prepares performance appraisals; supervises the day-to-day and overall operations and activities of the department and associated work units; works on a variety of on-going, ad-hoc and/or special projects and assignments and issues.

 

Participates in various law enforcement activities as needed; coordinates Wickenburg law enforcement efforts and activities with other law enforcement agencies and non-law enforcement individuals and agencies; represents the department within and outside the Town of Wickenburg; responds to and acts on internal and external complaints, concerns and issues.

 

Drafts, reviews, and presents a variety of written, oral, scheduled and/or ad hoc presentations and reports; compiles, assesses and analyzes statistics, trends and other related patterns; recommends and/or undertakes implementation of new or continued/modified police and community programs (i.e. crime prevention, drug suppression and traffic safety); provides feedback and input on a variety of community issues and concerns.

 

Performs other duties as assigned or required.

 

KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS: 

 

¨       Knowledge of applicable local, county, state and Federal statutes, rules, regulations, ordinances, codes, Town of Wickenburg policies and procedures, departmental policies and procedures and other governing documents.

¨       Knowledge of the principles of management and supervision.

¨       Knowledge of the principles of budgeting, accounting and/or bookkeeping.

¨       Knowledge of the principles of file and records management.

¨       Knowledge of the techniques associated with investigation, interviewing and report writing.

¨       Knowledge of the principles of intergovernmental relations and the legislative process.

¨       Knowledge of court processes and legal terminology.

¨       Skill in reading, understanding, interpreting and applying a variety of complex, often conflicting information sources, operational policies and procedures, guidelines and directives.

¨       Skill in analyzing and assessing complex situations and circumstances.

¨       Skill in prioritizing, coordinating resources and determining needs

¨       Skill in identifying community resources.

¨       Skill in supervising staff and subordinate employees.

¨       Skill in establishing and maintaining effective working relationships with employees, other departments, vendors, contractors, the general public and others having business with the Town of Wickenburg

¨       Skill in operating a computer utilizing a variety of software applications

 

MINIMUM QUALIFICATIONS: 

 

A Bachelor’s Degree in Police Science, Business Administration or related field and five (5) years of management experience; or any equivalent combination of education and progressively responsible experience with additional work experience substituting for the required education on a year-for-year basis.

 

ADDITIONAL REQUIREMENTS: 

 

Must have or be able to obtain within six months of employment and must maintain Arizona Police Officer Standard Training (P.O.S.T) certification.

 

Must demonstrate continued proficiency in the use of weapons, restraint techniques, surveillance procedures and other aspects and tools used in law enforcement.

 

Must be able to obtain a valid Arizona Driver’s License.

 

May be exposed to dangerous machinery, potential physical harm, infectious diseases, hazardous chemicals, extreme weather conditions and other hazards associated with law enforcement.

 

May work a set shift, rotating shift and/or outside normal work hours.

 

May be required to lift and/or carry people, heavy, bulky supplies, materials and/or other items weighing up to 165 pounds.

 

Must maintain residence with five miles of the Town Limits upon employment.
