POLICE AID / ANIMAL CONTROL OFFICER

 

Starting Salary $13.16 per hour DOQ

 

DEFINITION:  Performs routine and complex public safety work in the office as assigned. Will assume any duties necessary to protect the lives and property of the Town of Wickenburg and other law enforcement duties as assigned or required.  Under general supervision, responds to calls and/or patrols the streets to find, rescue and transport/remove sick, injured, dead and/or lost animals.

TASKS: 

Works an assigned shift using own judgment in deciding course of action; expected to handle difficult and emergency situations.  Assists at accident and crime scenes by use of caution or prevention of others from entering the area in order to preserve evidence and property.  Provide traffic control/direction at accidents or during emergencies.  May investigate minor non-injury and private property accidents.  Conduct building security checks and provide assistance to the general public as needed.  Operates vehicle radio using department’s procedures to send and receive routine/emergency traffic along with other law enforcement equipment.  May testify in court.  Transports documents, property and vehicles as needed.  May fill in for dispatchers as needed.  Assist Police Officers and the Administrative Coordinator as assigned.  Provides fingerprinting of the general public.

 

Maintains issued equipment by inspecting the operating condition prior to use and adhering to department procedures to ensure reliability and safety in compliance with department guidelines.  Maintains liaison with local, state and federal law enforcement agencies, along with the various court systems and civic groups in order to maintain a cooperative law enforcement atmosphere.  Exhibits standards of personal conduct with on and off duty by maintaining demeanor that is compatible with the image of professional law enforcement officer and according to department policies.

 

Patrols the town and/or responds to reports of lost, injured, deceased or diseased animals; determines validity of report/complaint; takes custody of or control over animal; as appropriate, determines legal owner; transports sick, injured, stray or abandoned animals to appropriate care facility; oversees disposal of deceased animal remains; maintains a variety of files and records; logs all incidents concerning animal control; investigates violations of animal control ordinances and issues warnings or citations as required.

 

Initiates programs focused on adoption; writes, reviews and places newspaper advertisements and notices; creates and distributes notices around the community; oversees and participates in regularly scheduled adoption shows and other related programs.

 

Reviews monthly and periodic billing statements from contracted veterinary facility; determines accuracy in billing and work performed; prepares oral and written reports in a timely manner for oral and/or written presentation; prepares daily, monthly and annual reports of activities. 

 

Participates in physical fitness evaluations by following a regimen of physical exercise in order to stay in physical condition.  Attends training seminars, workshops, conferences and schools to obtain and maintain certifications as required. 

 

Performs other duties as assigned or required.

 

KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS: 

 

¨       Knowledge of applicable local, county, state and Federal statutes, rules, regulations, ordinances, codes, Town of Wickenburg policies and procedures, departmental policies and procedures and other governing documents.

¨       Knowledge of the principles of file and records management.

¨       Knowledge of basic bookkeeping/accounting.

¨       Knowledge of community resources.

¨       Knowledge of court processes and legal terminology.

¨       Skill in reading, understanding, interpreting and applying a variety of complex, often conflicting information sources, operational policies and procedures, guidelines and directives.

¨       Skill in analyzing and assessing complex situations and circumstances.

¨       Skill in prioritizing, coordinating resources and determining needs

¨       Skill in establishing and maintaining effective working relationships with employees, other departments, vendors, contractors, the general public and others having business with the Town of Wickenburg. 

¨       Skill in operating a computer utilizing a variety of software applications

¨       Excellent public contact skills.

¨       Must be able to utilize techniques and equipment to recognize, observe, collect and preserve evidence as needed.  Must exercise independent judgment and recognize emergency and hazardous situations.

 

MINIMUM QUALIFICATIONS: 

 

A high school diploma or GED AND two (2) years of relevant general to specialized veterinary, veterinary assistant, kennel, animal shelter, law enforcement or closely related experience.  Must be at least 18 years of age.

 

ADDITIONAL REQUIREMENTS: 

 

Must be able to obtain and maintain a valid Arizona Driver’s License.

 

May be exposed to dangerous machinery, potential physical harm, infectious diseases, hazardous chemicals, extreme weather conditions, snakes, insects, vermin and other hazards.  Frequently works in outside weather conditions, which at times may be adverse.  The employee is occasionally exposed to wet and/or humid conditions.

 

May work a set shift, rotating shift and/or outside normal work hours.

 

May be required to lift and/or carry heavy, bulky supplies, materials, live or deceased animals and other items weighing up to 50 pounds.  While performing the duties of this job, the employee is frequently required to sit and talk and/or hear.  The employee is occasionally required to stand; use hands to finger, handle or feel objects, tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and taste or smell.  Specific vision abilities required by this job included close vision, distance vision, color vision, peripheral vision and the ability to adjust focus.
